BRIEF HISTORY OF THE COLLEGE OF MEDICAL SCIENCES

The establishment of the University of Maiduguri was approved by the Federal Military Government in April 1975 and the University of Maiduguri law (Degree No. 83) promulgated on the 30th of September 1979.

The College was one of the seven faculties which the University opened with in the 1978/1979 academic session. Classes commenced during this session with 24 out of 834 matriculated students.

The founding Provost was Professor George Miller Edington. Some other pioneer members of his academic staff included Professor D. Baxter Grillo and Professor H. C. Varma (Department of Anatomy), Professor J. K. Sengupta (Department of Physiology), Professor P. K. Joseph (Department of Biochemistry) and Professor Harold Scarborough (Department of Medicine).

A few others included Professor Y. N. Mehra (Department of Ear, Nose and Throat), Professor B. M. Sahay (Department of Anaesthesiea), Professor Jibril M. Aminu and Professor K.S. On the sad demise of Professor G. M. Edington in January 1981, Professor H. Scarborough succeeded him as the second Provost of the College while the credit for the sound planning and developing of the Preclinical Departments of Anatomy, Physiology and Biochemistry could be ascribed to Professor Edington.

The task fell on Professor Scarborough to start the Clinical Departments, initially using the General Hospital, Maiduguri and later moved to the new Teaching Hospital at the beginning of 1982.

The mature academic leadership of Professor Scarborough put the College on a sound footing and the first set of 21 Doctors graduated in September 1983. Some of the graduates of the College have attained the highest academic and health administrative positions.

Professor Scarborough retired from the services of the University in 1984 and was succeeded by Professor S. B. Lagundoye, (a Professor of Radiology, University of Ibadan) on secondment as the third substantive Provost of the College. He remained at the helm of affairs until October 1987 before going back to the University of Ibadan.

Professor Lagundoye (1984-1987) of the Department of Radiology was succeeded by Professor K. Ahmed (1987-1988), of the Department of Pharmacology as Acting Provost for a very short period of less than six months.

Professor H. C. Varma, of the Department of Human Anatomy became the next Acting Provost at the beginning of 1988 and held this office till August 1989 when Professor A. N. Sawhney, of the Department of Microbiology became Acting Provost in the periods 1989-1991 and 1994-1995.

The other substantive Provosts were Professor Umaru Shehu (1992-1993) of the Department of Community Medicine, Professor H. The main functions of the College include teaching, research and community service. The teaching and training of Medical Doctors to meet high international standard is one of the most cardinal objectives of the College.

A Medical Doctor trained in this institution is expected to be well versed in medical and health problems generally and the tropics in particular. The training is oriented towards preventive medicine and community-based primary health care.

This section is headed by the Deputy Provost (Preclinical) who is responsible to and assists the Provost in the day-to-day administration. He has an office and a number of secretarial staff on the main campus in the New College Pre-clinical Building.

The assistant College Officer is usually the Head of the Secretarial staff in the Office of the Deputy Provost (Preclinical). Each of the Preclinical Departments has its Head of Department, Academic staff, Senior and Junior administrative and Technical staff.

Clinical Section

The following are the functional Clinical Departments, headed by respective Heads of Departments: Microbiology, Clinical Pharmacology and Therapeutics, Human Pathology, Chemical Pathology, Haematology, Paediatrics, Obstetrics and Gynaecology, Medicine, Surgery, Community Medicine, Ear, Nose and Throat (ENT), Ophthalmology, Anaesthesia and Orthopaedics.

Examination

The MBBS programme, unlike other programmes in the University, operates the sessional subject credit system. Under this system, an academic session comprises one examination at the end of each session. In addition to this, a system of Continuous Assessment (CA) is used to assess the progress of the students enrolled for each subject.

Any or a combination of tests, practical exercises, bedside clinical cases, assignments or presentations may be used for the CA. The CA normally accounts for 30% of the total score, while the examination at the end of the session accounts for the remaining 70% score. The minimum pass mark in all subjects is 50%.

Setting of questions, evaluation and marking schemes of the examination questions for the different subjects are forwarded by the respective examiners to the Head of Department, who moderates the internal examinations for MBBS I – VI subjects.

The examination is conducted in accordance with the existing University regulations. Respective internal examiners mark and evaluate the students’ performance in every examination for the total programme duration. In addition to moderating the questions, external examiners also asses the performance of the students out of 10% and also moderate marks awarded by internal examiners.

Results are considered by the Departmental and College Academic Boards before being sent to the University Senate (final authority on academic matters) for approval/ratification. Thereafter, the results are published for students and the general public.

Conduct of Examination is done under the strict confidentiality and regulation guiding/governing University Examination.

Examination related offences of any sought is considered as a grave misconduct and attracts various punishments, including rustication if found guilty. All malpractice cases are reported to and handled by a competent disciplinary committee, constituted by Senate of the University for the purpose.

Admission Requirements

There are three modes of admission into the MBBS programme, namely: JAMB Direct Entry (DE), JAMB Unified Tertiary Matriculation Examination (UTME) and placement through successful completion of the one-year Remedial Science programme of the University.

  1. Candidates wishing to study MBBS must have obtained a minimum UTME score of 200 with at least five (5) O’level credits at not more than two (2) sittings. The credits must be in the following subjects: Biology, Chemistry, English Language, Mathematics and Physics.
  2. A grade point score of 4.0 and above in the Remedial Science Programme of the University of Maiduguri, with minimum UTME and O’level requirements as in (i) above.
  3. Candidates with an average of 3.0 “A” level passes at minimum of C in Biology, Chemistry and Physics plus five (5) O/level credits (as in i above) are admitted through the JAMB DE. Also candidates with first class or second class upper degree in relevant courses (Anatomy, Physiology and Biochemistry).

Period of formal studies in the University

  1. The programme is a six (6) year period of study for students admitted through the UTME and Remedial Science programme and five (5) years of study for those admitted through JAMB DE.
  2. Research project works at the Part VI level are carried out by the graduating students in Community Medicine under close supervision of an academic staff. Such research works/dissertations are subjected to external peer assessment involving an External Examiner invited from sister Universities.
  3. Upon graduation, the graduands are made to undergo a compulsory one-year (in-house) training to allow for guided practice of the profession under the supervision of experts in the field.

The Faculty of Engineering

The University of Maiduguri right from its inception recognized the need for locally trained engineering manpower for the development of its catchment area in particular, and the country in general.

With this in mind, the Faculty of Engineering in the University of Maiduguri was established on 1st October 1983 with three departments, namely Civil and Water Resources Engineering, Electrical and Electronic Engineering and Mechanical Engineering.

However, the enrollment of students into the new Faculty commenced a year later, that is, in 1984/85 session. The Department of Agricultural and Environmental Resources Engineering, (formerly known as Agricultural Technology and Agricultural Engineering), which had been operational in the Faculty of Agriculture since 1977, was transferred to the Faculty of Engineering on 1st October 1989, while the Departments of Chemical Engineering and Computer Engineering came into existence in 1999/2000 and 2003/2004 sessions respectively.

The Department of Food Science and Technology was transferred from the Faculty of Agriculture to the Faculty of Engineering with effect from 2006/2007 session making the total number of departments in the Faculty seven.

The departments in the faculty of engineering include;

  • Agricultural & Environmental Resources
  • Chemical Engineering
  • Civil and water resources engineering
  • Computer Engineering
  • Electrical and Electronics Engineering
  • Food Science and Technology
  • Mechanical Engineering

Faculty of Law

The Faculty of Law, University of Maiduguri, started as the Department of Law in the Faculty of Social Sciences and Law. The Department commenced teaching in November, 1976, with Professor (then Mr) Niki Tobi (now a retired Justice of the Supreme Court of Nigeria) and Professor (then Mr) Olusegun Yerokun as the pioneer teaching staff.

In August 1978, the Senate of the University upgraded the Department of Law into a full-fledged Faculty with a single department, the Department of Common Law. In the same year, Mr. A. Siddique, Dr. R. C. Chhangani (now Professor) and Dr. H. Muller joined the Department as lecturers. A year later, in 1979, the Faculty sent its first set of students to the Nigerian Law School.

When the National Universities Commission (NUC) upgraded the Department of Law into a full-fledged Faculty, it approved five departments for the Faculty of Law. However, due to infrastructural constraints and other operational difficulties, all the approved five Departments could not take off at the same time.

As a result of these constraints, all the approved five departments were merged together and called the Common Law Department. The taking off of the Department of Common Law was followed on 2nd October 1980 by the establishment of the Department of Sharia.

These two departments i.e. the departments of Common Law and Sharia, have been headed at various times by distinguished academicians such as Hon. Justice (Professor) Niki Tobi, Professor R. C. Chhangani, Mr. Ahmad Siddique, Dr. T. A. Qureishi, Dr H.B. Usman (deceased), Alhaji Ma’aji Shani (deceased), Professor Abubakar Mustapha, mni, Dr. Tahir Mamman, Professor Isa H. Chiroma, Dr. A. A. Kolo and Dr U. S. Abbo Jimeta.

The two departments continued to exist until the 1997/1998 Academic Session when the Senate of the University further directed the splitting of the Department of Common Law into the Departments of Private Law and Public Law. Because of this split, the number of departments in the Faculty rose to three, namely: Department of Private Law, Department of Public Law and the Department of Sharia.

Since the inception of these two new departments, Dr. M. M. Gidado (now Professor), Professor Yusuf Mohammad Yusuf, Professor Izzat Ullah and Dr Babagoni A. Bukar have headed the Department of Private Law. Dr. Y. A. Muhammad, Dr. Sule Musa Tagi, Dr. Maryam I. Gwangndi have on different occasions headed the Department of Public Law.

Currently, the heads of department of the three departments in the Faculty are Dr. A. S. Hassan (Private Law), Dr Maryam Ishaku Gwangndi (Public Law) and Dr. Laminu Bukar (Sharia) with Dr. Yusuf Mohammad Yusuf, a Professor of Law, as the Dean of the Faculty.

Programmes

The Faculty offers an LLB Honours degree programme in Civil Law as well as a combined degree in Civil Law and Sharia (LLB and Sharia). In addition to the undergraduate programmes, the Faculty also runs a robust postgraduate degree programme leading to the award of both LLM and PhD degrees in law.

Vision

To be a world-class law faculty which produces highly disciplined law graduates that will provide quality legal representation to the people as well as cater for the contemporary legal needs of the society.

Mission

The mission of the faculty is:

  • to inculcate in our students the values of decency, hard work, loyalty and self-discipline,
  • to produce high quality law graduates within a serene and peaceful academic environment who will compete favourably globally and
  • to provide transferrable skills through ict driven legal training and clinical legal education (cle) to students to enable them perform tasks and execute responsibilities with the highest degree of professionalism.

The departments in the faculty of law include;

  • Private Law
  • Public Law
  • Sharia Law

Faculty Of Management Sciences

Faculty of Management Sciences was split from the defunct Faculty of Social and Management Sciences in 2004. The Faculty of Social and Management Sciences is one of the oldest Faculties in the University which started as Faculty of Social Sciences and Law on 28th October, 1976.

The Faculty of Management Sciences during its inception in 2004 comprises of four Departments; Accountancy; Business Management, Economics and Public Administration. However, during the 2009/2010 academic session, the Department of Economics was moved to Faculty of Social Sciences in line with the National Universities Commission Accreditation Report.

The departments in the faculty of law include;

  • Accountancy
  • Business
  • Economics
  • Management
  • Marketing
  • Public Administration

Faculty Of Veterinary Medicine

The Faculty of Veterinary Medicine of the University of Maiduguri was established on 1st October, 1981 with fifteen staff members.

The first meeting between the Vice Chancellor and staff members on 16th October, 1981 was of historical importance when it was decided that admission to the Veterinary Degree Course would take place from October, 1982 and in the meantime all laboratory facilities and other infrastructures would be created for ideal practical teaching.

The Faculty started with seven academic Departments and then later Veterinary Teaching Hospital was created in 1985. In 2016, additional Departments were created bringing the total number of Departments to ten.

These include Departments of Veterinary Anatomy, Veterinary Medicine, Veterinary Microbiology, Veterinary Parasitology and Entomology, Veterinary Pathology, Veterinary Pharmacology and Toxicology, Veterinary Physiology and Biochemistry, Veterinary Public Health and Preventive Medicine, Veterinary Surgery and Radiology, and Theriogenology; and then the Veterinary Teaching Hospital.

Presently, the Faculty has over 100 academic staff running a six-year programme leading to the award Doctor of Veterinary Medicine (DVM) degree. All ten Departments also run post graduate programmes.

The University is the only institution in the North-eastern Nigeria that is running DVM degree and is regulated by both the National Universities Commission (NUC) and Veterinary Council of Nigeria (VCN). Over the years the Faculty has trained veterinarians not only in Nigeria but also from some African countries such Cameroun, Niger and Chad.
